In short: This warning sign means there is a roundabout ahead. At a roundabout in Turkey, vehicles already going round have priority over those entering. It is a red-bordered triangle with three black arrows in a circle.

Where and why is it used?
Roundabout entrances usually have a give way sign and the blue roundabout sign together. The most common exam question is that priority goes to vehicles inside the roundabout, not to those entering.
