How much does a driving licence cost in Turkey in 2026?

In 2026, the official fees you pay to the Turkish state for a Class B (car) driving licence add up to 11,694.60 TL. On top of that you pay the driving school (sürücü kursu) and some personal costs, such as a health report and photos. Below you will find every item explained one by one, with the Turkish names you will see on receipts and forms.
Official fees paid to the state (2026)
These are fixed amounts set by the state. They are the same everywhere in Turkey and they are the same for Turkish citizens and foreign residents.

In 2026 the licence fees and exam fees went up by about 19 percent, in line with the yearly revaluation rate (yeniden değerleme oranı). If you want a different class, the licence fee changes. Where and how you pay
The exam fees are usually paid through your driving school. The licence fee (harç) and the card fee are paid at a tax office (vergi dairesi), at a partner bank, or online on the website of the Revenue Administration (Gelir İdaresi). Your driving school will tell you which payment to make and when.
Driving school fee
Driving school fees are not the same all over Turkey. In each province (il), a commission sets the minimum fee that schools must charge. This is why the price for the same licence in Istanbul can be very different from the price in a smaller city in Anatolia. In the big cities, a Class B course starts at around 20,000 TL.
Do not choose a school on price alone. Ask the school, in writing, what is included in the fee, and compare a few schools. Useful questions to ask:
- How many hours of driving lessons (direksiyon dersi) are included?
- Are the exam fees included, or do I pay them separately?
- Are study materials included?
- How much does an extra driving lesson cost?
- Can I take the written exam in English, and who helps me with the paperwork?

Other costs
- Health report: You need a medical report that says you are fit to drive (sürücü olur raporu). You can get it from your family doctor (aile hekimi). Private hospitals charge an extra fee for it.
- Biometric photo: You need biometric photos for your school registration and for the licence document.
- Extra driving lessons: If you do not feel ready, you can buy extra paid lessons from your school.
Extra cost if you fail
This is where the surprise costs come from. If you fail the written e-exam, you pay 1,250 TL again for every new attempt. If you fail the practical driving test, you pay the 2,000 TL exam fee again, and you also pay for a compulsory make-up lesson (telafi dersi) of at least 2 hours. Failing twice can add a few thousand lira to your total.

Tips for foreign candidates
- The fees are the same for you. The official amounts in the table above do not change because you are a foreign national.
- Ask for the English exam early. You can take the written e-exam in English. Tell your driving school when you register, or at least 3 working days before the exam. No interpreter is provided, so you read and answer the questions yourself.
- Other languages are available. The e-exam can also be taken in Arabic, Russian, German, French, Persian or Chinese.
- Get the price list in writing. If your Turkish is still basic, a written list of what the fee includes avoids misunderstandings later.

How to keep the cost down
You cannot lower the official fees. But you can avoid paying the resit fees by passing each exam the first time. Before the written exam, take practice tests, see which subject costs you the most points, and study that subject. The exam has 50 questions in 45 minutes, and you need 70 points (35 correct answers) to pass. Wrong answers do not lose you points, so never leave a question blank.
